Dell licensed the OLD CBG core (the core that Phoenix retired in 1989) and they have been using it ever since. Phoenix does not get royalties, and all of the feature development and bug fixing on this core is donme by Dell.
Dell did pay a one time licensing fee for the IA64 BIOS, but again, no royalties.
There are a few of the low end Dell systems like the Inspiron notebooks that actually do use a Phoenix BIOS, but the vast majority of Dell systems ship royalty free with BIOSes built from the CBG/Dell hybrid core.
