BIOSTAR NF61S MICRO AM2

MOBO didn`t turn on, but on force. On PS_ON Front panetl switch 1.3V. After changing ITE8716F-S turning on normaly(on PS_ON 3.2V).
I put SEMPRON 3000+ and POST was FF. Supply on CPU 1.52V (On other,working, MOBOs that processor 1.4V and by AMD official should be 1.25-1.4V).On шим L6713A VID 0-6: 000100 which indicates 1.35V ??!
Can it be шим defect?
(When I measured contacts on ШИМ there was ~0V for bit 0 and 2.3V for bit 1. Only on VID1 pin there was 0.22V. Without CPU present on MOBO on CPU supply is 3.2V but on ШИМ VID 0-6: 010000 which indicates 1.5V.)
P.S. RAM, Chipset and other referent voltage supplies normal.

May be VID's changed between CPU and PWM? Tracking VID's lines from PWM to CPU, please.
But 3,2 V is very high voltage for this circuit.

You are right! PWR is in AMD mode( VID_SEL is - 0V) and VID 6 is not applicable and only VID 0-5 are in use.
Anyhow, When SEPRON is in socket all VIDs are 0V exept VID3 which is 2.3V.
What about VID1 pin where is 0.22V? I`ll try to track VID lines to CPU.

It is to high but with CPU present it drops to 1.xxV. I tried ATHLON X2 5200+ 65W (Acording to CPU compatibility list for this MOBO it`s not supported) and PWR generated 1.35V on hes supply. I don`t have another L6713a to try if he is broken or not. That would be fastest:)

Seems that 2.3V on output of L6713A without CPU is normal. As I said several times on this forum, I have MSI TL-46 POST card
that can boot from external eprom. When I boot from it post codes run normaly (with 5200+ 65W, BIOSTAR CPU support list isn`t accurate).


So I tried to find what is wrong, and during measurment of smd components near MOBO eprom I touch, with probe, transistor collector q35 and MOBO bios start sending POST codes.
Every next touch to this q35 spot is behaving as reset (q35 is not connected to reset what so ever). I changed all smd (transistors, capacitors and resistors) near eprom and batery and lines to IT8706F-S (there is only few of them and I decide to do so) but, no effect. I tried to track it as I could, but I didn`t find any relations to eprom, chipset batery or "мултик".
Can it be related with broken chipset, since I have on screen artefacts when using integrated VGA (I heated chipset but artefacts remaind)?

P.S. Since I found a lot of MOBOs that have this cind of problem: Booting form external eprom is working but from MOBO eprom not. Is there any topic to read about this problem? What are referent spots to measure when u don`t have ability to boot from external eprom and how to be sure that this is problem and not something else?
