All- I dont know how to attach the picture (file)?

You can insert link to picture/file but can not upload it to server. If you will show youre own file/data try upload it to any free hosting first...
rgt - Tanx but its too compicated for me :(

Anyway what about config Win9x & DOS for Russian letters?
